Dimes EU Finland Cooperation Network (DEFCoN)

Program Description

The program provides Finnish EU actors with a network of cooperation which improves utilization of resources in EU projects and in communication with the EU community. DEFCoN promotes the high profile of Finnish industry and research institutions in the field of ICT by communicating results and plans of activities in Finland to European Commission and Parliament. DEFCoN activates Finnish ICT industry to communicate and influence with the European Parliament, Commission, and Council. DEFCoN plays an active role in networking and initiation of consortia for EU R&D projects.


The DEFCoN program participates European Technology Platforms for developing the Strategic Research Agendas (SRA), which are used for the content of the 7th EU Framework Programme. DEFCoN is involved in the following technology platforms: ARTEMIS (embedded systems), eMobility (telecommunications), NEM (media) and Nessi (software).


The DEFCoN Program has initiated and facilitated an EU Service Office and networking function in order to get support for industry in participation in EU research projects. The mission of the office is to offer a better utilization of the professional know-how in research work instead of using the resources in bureaucratic EU project management. A feasibility study of issues related to the starting the office has been conducted. The study shows clearly that a domestic service office is needed. The users for such an office will be both major ICT companies and SMEs. The function is promoted in cooperation with Tekes and the Federation of Finnish Technology Industries.

The DEFCoN program organizes also visits to Brussels for Dimes active members in order to establish contacts and interactive communication between EU officials and Finnish ICT actors.
